The outer loop remains closed at Exit 1 (MD 173).1 year ago. I would go I-95N, then I-495 East at Springfield towards Alexandria, then I-95N. Basically the eastern half of the beltway. I personally do not like I-295, where I can get stuck with no escape if there is an accident. And 395 would make you go through DC traffic. All the GPS and google map routes always suggest 295 though.
