With that quad you'll do a lot more damage with stabilized so why not a heavy loadout and pa. Add level one of each shotgunner perk for even more if you want. This depends on if you are going to carry other heavies round. if yes you should invest fully into heavy weapons damage perks even if it costs more perk points.

I wouldn't use FED as a reference. I sell my peppershaker plans for 7k. We've had two meat week events since legendary crafting was introduced, plans might be rare, but not 30k rare. Fun fact for anyone who obtains a Pepper Shaker: Although it's not going to be a damage beast what it does excel at is staggering and crippling damage across a wide area for a large number of targets, while doing minimal damage to be courteous to other players gaining XP so you don't insta-kill things. With the single barrel mod you're getting ... For pepper shaker I use the fusion mag. It does the same damage as plasma but the ammo is lighter and more plentiful. The barrel will depend on what you are using it for. If I remember correctly the single barrel has more projectiles which makes it a better choice if you are using pepper as a crippling machine, but for DPS the hex barrel is better.
