Eventually I found my way to Lower City and Felogyr's Fireworks and spoke to Avery, and after our tadpoles fistbumped and connected, I sussed out he was working with Gortash's Banites to spread explosives over the city. The quest hadn't updated. So I had to peek and a guide to discover I needed to have explored Arfur's basement.
Ok so I've found a more stealthy way of completing this quest. Basically you can shoot fireballs into the windows from the rooftop of the opposite building. This way you can eliminate most of the Baanites on first and third floors! (You will get nice kaboom too) 1. Share.
