Its not unknow, a lot of cracked games uses cream api to unlock dlc. may not work on online game because of serverside checks.(4) Copy paste the steam_api64.dll and cream_api.ini from the CreamAPI folder to the game folder where the original .dll is located. (5) Open cream_api.ini with Notepad. Set AppID to 1384161. Then at the bottom, list all of the DLC you want to unlock and then save the file. If it's not listed, it won't unlock that specific DLC.Well if the dlc files are out, just put them in the EU4 dlc folder.
