There's nothing forcing you to keep the purge type on necrophage, so only use it on aliens that have a similar preferred planet type to you. Since they’re fanatic purifiers, they can only exterminate or change the species into the necrophage. So you need to choose between having 1/4 pop growth or terrible habitability.

Fanatical Purifiers are great neighbors. They don't ally with anyone. I typically just ignore them while maintaining a suitable fleet to deter them from attempting to attack me. If they don't have planets I want, I have no interest in them at all and just focus on development. Fanatical Purifiers are good tools, though.
