Cast Speed: Lightning Conduit's cast time is added to its cooldown if triggered. So we need to get some cast speed to lower the cooldown of the skill. The actual minimum shock for a lightning hit with shaper of storms is 18% = 15% + 0.2 * 15%. Since all your shocks are minimum 18%, you don't need to scale shock as if dealing more damage or w/e, you just need to land the smallest shock possible. There's an easy ~150-200% shock effect on the tree without even trying.
