So I've found this Altar of Decay is in the room of the final boss in the Brackenhide Hollow dungeon. TLDR, I won't be crafting any potions that require this altar as I just loathe that instance. I've only discovered one potion that requires this altar, Potion of Chilled Clarity, and I don't feel the least compelled to craft it. Please go play Classic.
