Yes, it's the same save type accross all versions. You just have to get past the tutorial portion first to at least save the game, and load a vault#.sav save file (which you can dump using Checkpoint). Don't use anything else, and delete the .bk file (back-up).

There is no such thing as "shelter account", since the game is completely offline (aside from shop), saves are stored locally, and in fact are lightly-encrypted xml-files.
