Verizon can make calls but not receive.

My S5 is suddenly unable to make or receive calls. For outgoing calls, "Dialing..." is displayed and eventually times out and says "Call ended." Incoming calls go directly to voicemail. Everything else works fine: text messaging, data, wifi, bluetooth all work. I have a good signal; my other (identical) phone works perfectly in the same location.After WiFi and both phones are OFF, you can turn on the new phone, (while connected to Cellular Data), and it will activate successfully. Believing this to be the case, a purchased a Verizon Network Samsung S10 Note Plus. This helped to some degree, for a while. I could text when I could not make a phone call.
