Around 30k fleet power should work fine, unless maybe if your loadouts are totally crappy. 15k (maybe even less) are enough if you hard-counter it. It has no shields (only armor+hull) => use Plasma weapons. It has only anti-armor weapons => use only shields.

This led to exploits, most infamously using the dragon as an unassailable early game defense system by criminal syndicates. This was quickly corrected in a patch. The Drake has high armor and no shields. I was able to kill it with a 20k fleet of corvettes and plasma cruisers only. Just have enough corvettes to use as cannon fodder and the cruisers will nuke the drake easily. Probably because Stellaris has a lot of bugs, and this is arguably one of the most irrelevant ones, so it's at the bottom of the priority list.
