For Weapons, I was using Decimation (T87 Bow) Superior Zuriel Staff (T88 Staff) and Dragon Rider Lance (T85 2H), I swap because some monsters inside the tower have very set weaknesses (Elvarg is very strong to mage, so I range him, The golems are very strong to Mage and Range, so I Melee them, etc..) You will also need to take a health potion and teleport out if you run out of food or health. For melee fighters, you can simply stand there and take the hits as fast as possible. Assuming Elvarg has no hidden weakness, I suspect melee is easier simply because Elvarg uses her dragonfire less often when you are in melee range. With OP's gear and stats, strength ammy increases DPS to 0.52483 from 0.51316. That's about a 2.3% DPS increase. But that comes at the loss of the admittedly minor +3 defense but also the +3 prayer.

Bring money before you leave Port Sarim to fight Elvarg. Kill Skeletons or Lesser demons for the coins they drop. Pack bananas. Kill Imps for items and then sell those to General store (not recommended). Pickpocket the man at the dock (members). Head back to Oziach with Elvarg's head and talk to him.
