There's not mountains of values and mechanics to figure out. It does take time, like all of Paradox's grand strategies, to figure out and even longer to master, but it is the easier of the two. I would personally recommend HoI4 of these two. In EU4, there's a lot more freedom in the gameplay, but there is so much to learn.
