There's forge's chunk loader settings, and FTBU's "chunkloader_type": "offline" option, but no indication of what types there are, how they work, how long they work. If it is an issue with FTB Utilities, when you claim chunks it's for your team. So make sure in your team settings you enable Fake Players to be used in your claims. Close background programs/don't have a lot of browser tabs open in the background. If you use Forge, enable "Force threaded chunk rendering" unless you have a low-end CPU.
