My local Cell Population Cap started at only about 30, and increased VERY slowly (less than two per day). Which hampered zombie respawns, as 10% of 30 turns out to be ZERO zombies spawned. This is because respawns happen in 10 zombie clusters. So I believe it takes the cap/10 and rounds it to see how many zombie clusters it should spawn.
